Events & seminars


The International PLR Network meets every two years at a conference organised and hosted by a member country. The conferences provide an opportunity for PLR administrators and interested parties from across the world to exchange information on recent issues, discuss common problems and promote the development of PLR in new countries.

The 12th International PLR Conference will be on 25-27 September 2017. It will be hosted by the French PLR organisation, SOFIA and will be held at the Hôtel de Massa in Paris. Conference registration is open to anyone or any organisation with an interest in promoting PLR internationally. The 11th International PLR Conference was held in The Hague, 24-25 September 2015 and was hosted by the Dutch PLR office - Stichting Leenrecht - at the world-famous Mauritshuis art museum and marked the 20th anniversary of the very first PLR conference back in 1995 when only 14 countries had PLR systems. Over the last 20 years that number has doubled. Most working systems are in Europe, where European Community legislation requires Member States to set up PLR systems to ensure that authors receive payment for the lending out of their books by public libraries. But PLR systems also exist outside Europe in Australia, Canada, New Zealand and Israel. See below for further details.

A series of European PLR seminars have also been held to bring together delegates from authors' organisations and other agencies with an interest in PLR. The latest seminar was held in Bucharest in September 2008.
