As a EU Member State, Cyprus has an obligation to set up a PLR system in line with the requirements of the 1992 Lending Right Directive. In 2005 the Union of Cyprus Writers presented PLR proposals to the Cyprus government and had initial discussions on the sort of PLR scheme that might be appropriate for Cyprus. However, no further steps have been taken by the government.
