In October 2003 the Croatian government adopted the Copyright and Related Rights Act. The Act provided for authors to have a right to equitable remuneration where the original or copies of their works have been lent through public libraries.
The new Copyright Act also provided for the State Intellectual Property Office to authorize collective rights management associations to manage PLR and collect in remuneration on behalf of the different groups of rightsholders. The Croatian Writers Association (CWA) has been granted authorization with effect from July 2009 to collect PLR for authors. CWA has also concluded a reciprocal PLR agreement with Reprobel in Belgium. The next step (July 2009) will be for the Ministry of Culture to discuss funding arrangements with the State Intellectual Property Office and the National Library as the central institution in the Croatian library system.
