In October 2003 the Croatian government adopted the Copyright and Related Rights Act. The Act provided for authors to have a right to equitable remuneration where the original or copies of their works have been lent through public libraries.
The new Copyright Act also provided for the State Intellectual
Property Office to authorize collective rights management associations to
manage PLR and collect in remuneration on behalf of the different groups of
rightsholders. By March 2005 meetings had been held with several associations.
Following the PLR seminar in Madrid that month it was intended to formalize
the situation and get down to the detailed implementation of the new PLR system.
