PLR Scheme Overview

The PLR system got off the ground in Slovenia in 2004. It had been incorporated in Slovenian law some years earlier in line with the EU Lending Right Directive of 1992.

The PLR system is funded by central government. Funding equates to 25% of what the State spends on library purchases. This provided approximately a fund of 750,000 Euros annually for PLR in the period 2004 – 2006.

The sum is divided into two parts. The first half goes directly to the authors, according to the number of loans of their books from public libraries. In 2004 payments were made to 995 authors. The highest payment was 4,160 Euros and the lowest, 45 Euros.

The second part of the fund is distributed as scholarships to authors. The money is divided among several professional authors’ organisations and they distribute it using their own criteria to their members. In 2004 there were 82 scholarships awarded: 26 for writers, 29 for translators, 15 for illustrators and photographers, 6 to music and movie authors. There were 16 worth 6,250 Euros or more, 47 between 1,670 and 6,250 Euros, and 19 of less than 1,670 Euros.
