The old New Zealand Authors Fund became, under legislation for the first time, the Public Lending Right for New Zealand Authors on 1 January this year. Databases and management have been transferred from Creative New Zealand (Arts Council of NZ) to the new PLR governing body, the National Library of New Zealand. The next triennial library survey is due in 2010.
A PLR Advisory Group has been appointed to advise the National Librarian on policy and practice and comprises two representatives of the New Zealand Society of Authors (NZSA); a representative of the Library and Information Association of New Zealand Aotearoa (LIANZA); a representative of the National Library and one from the Ministry of Culture and Heritage. At its first meeting recently, author Dr Philip Temple, currently vice-president of NZSA, was appointed chair. Issues immediately preoccupying the Advisory Group are the impact of digital publishing on PLR; equity of compensation payments in the context of genre retail pricing; and author eligibility.
The Fund provides for authors to receive annual payments in recognition of the fact that their books are available for use in New Zealand libraries. Authors resident in New Zealand can register with the Fund if they are eligible to receive royalties for their books and if more than 50 copies are held in New Zealand libraries. Payment is based on the number of copies held by libraries.
