Following a vigorous campaign by MISZJE (Hungarian Literary Authors Collecting Society), Hungarian copyright legislation was amended on 15 December 2008 to include PLR.
Although MISZJE pressed for the new PLR system to be got under way in 2009 with first payments in 2010 the government has announced that funding will not be available for payments to authors until 2012. The new PLR system will be based on loans of books and loans data will be collected during 2011 as a basis for payments in 2012.
The new system will be administered by MISZJE which has been formed and registered. MISZJE will be financed by the Culture Ministry until funding is allocated in 2012. In the meantime MISZJE is establishing contacts with other national PLR systems and building good relations with the Hungarian library community. Also, the principles of the PLR remuneration system have been established with minimum and maximum payment thresholds of 20 Euro (HUF 5000) and 400 Euro (HUF 100,000).
