In October 1992 the Government of Greenland introduced a set of rules for PLR payments. Every year the government grants an amount of money to support writers, translators, illustrators and photographers, whose work is represented in Greenlandic libraries.
Only entitled to receive money are:
Writers whose books are published in Greenlandic.
Translators who translate foreign language books into Greenlandic.
Illustrators/photographers who have contributed to Greenlandic books.
To be considered for payment the writer/translator/illustrator/photographer must apply to Nunatta Atuagaateqarfia (The National Library of Greenland). The Library will then check whether he or she is entitled to a payment. Information is sent to every Greenlandic library, the Writers Union and every person who may want it.
In 1998 there were 49 applicants.
Nunatta Atuagaateqarfia administers the payments. Any complaints must be sent to Nunatta Atuagaateqarfia which passes them on to a Board of Complaints.
This year the government is considering changing the rules for PLR payment slightly, but Nunatta Atuagaateqarfia has not yet been informed of what the changes will be.
