PLR was established by Act of Parliament in 1988. Payments are administered by the Faroese Library Centre, a government-funded body, which distributes payments from a library fund equating to 8% of government expenditure on libraries. Eligible for payment are writers, translators, artists, photographers etc who write, translate or illustrate books written in Faroese.
Payments are made on the basis of the number of an author’s books held
by the National Library, public and school libraries. Authors with fewer than
50 books don’t get a payment.
