1. Remuneration under this scheme, which is considered to be part o the Danish State's cultural promotion measures, is financed by a grant in the Finance Act, allocated by Parliament.

A new political agreement from October 2006 ensures a stable environment for public lending rights in Denmark for yet another four year period (2007-2010). Only minor more technical changes in the regime has been made.

2. Entitled to shares of the grant are:

1) All authors of books originally written in the Danish language.
2) Translators (but not authors) of books written in a foreign language and
translated into Danish.
3) Creators of other works of art (illustrators, photographers, composers
etc.) published independently or as parts of Danish books.
4) Surviving spouses or co-habitors of deceased receivers of remuneration,
registered with the PLR scheme before 2003.

3. Calculation of the remuneration is based on: the character of an entitled person's contribution to a book, type of book, number of pages, number of entitled contributors, and number of copies in public libraries able to report stock in machine readable form.

4. Special funds are set aside for remuneration for recorded music and visual art.
